RCO answers one question for an AI agent about to order: can this product be sold in this market? The answer is a signed record, resolved before the agent asks, verifiable against a published key. Every GSC hub gate calls it before an order (A2A-VECTOR contract v1.3): green proceeds, yellow proceeds with the condition, red refuses with the record, none refuses.
